The International Chamber of Shipping (ICS) has underscored a critical “safety paradox” in maritime decarbonisation, warning that the industry’s pivot to low- and zero-emission marine fuels will introduce new safety challenges. Despite these inherent hazards, the ICS stresses that this must not impede the industry’s crucial net-zero transition.

Sunil Krishnakumar, general manager of ICS Singapore Branch, highlighted that alternative fuels such as methanol, ethanol, ammonia, hydrogen, and biofuels necessitate substantial modifications to ship design, bunkering infrastructure, and onboard operational procedures. These changes inherently create new risks for vessels, crews, ports, and wider supply chains.

This development places immediate pressure on operators to implement rigorous, fuel-specific training for crews, covering bunkering, leak detection, and emergency response protocols. Furthermore, comprehensive hazard identification and risk assessments are now paramount for vessels adopting these advanced fuel systems.

A significant, less obvious implication is the evolutionary nature of regulatory frameworks. The ICS notes that regulations will need to develop progressively as the industry accrues operational experience with these novel fuels. This suggests an initial period where operators will bear a heightened responsibility for establishing and demonstrating robust safety governance and practical procedures, potentially ahead of fully mature prescriptive regulations being in place across all jurisdictions. The emphasis is on innovation being continuously matched by robust safety protocols, rather than waiting for full regulatory maturation.
