∟ ∟ India’s Major Ports Adjudicatory Board Launches Digital Filing Portal

The Adjudicatory Board for Major Ports (ABMP) has formally launched an e-Filing Portal and accompanying User Manual at the Cochin Port Authority, signaling a transition toward digital-first dispute resolution and administrative oversight in India’s maritime sector.

The launch, held on 29 October 2026, introduces a technology-driven system designed to facilitate the online submission of cases and digital case management. The initiative aims to modernize the adjudicatory proceedings that govern India’s major ports, replacing conventional physical documentation with a streamlined electronic interface.

Accelerating Legal and Regulatory Throughput

The significance of this development extends beyond simple administrative modernization. By digitalizing the ABMP’s workflow, the Indian government is addressing a critical friction point in port governance: the speed and accessibility of legal and regulatory decisions.

For maritime stakeholders, the move toward digital case management provides a more predictable framework for resolving disputes. The ability to file cases electronically and manage proceedings through a centralized portal reduces the logistical burden on port users and legal representatives, potentially shortening the lead time for decisions that impact port operations and commercial contracts.

The event was led by Justice Ashish J. Desai, Presiding Officer of the ABMP and former Chief Justice of the Kerala High Court, alongside board members Shri Chirravuri Viswanath and Dr. Sanjeev Ranjan. Dr. M. Angamuthu, Chairperson of the Cochin Port Authority, and other senior port officials participated via video conferencing.

Institutional Efficiency and Commercial Certainty

The introduction of the e-Filing Portal is a strategic step in aligning the major ports ecosystem with the broader Digital India framework. The release of a comprehensive User Manual alongside the portal suggests a focus on immediate institutional adoption, ensuring that stakeholders can navigate the new digital procedures without the delays often associated with technological transitions.

By improving the transparency and efficiency of the Adjudicatory Board, the initiative strengthens the overall governance of India’s major ports. For vessel operators, cargo interests, and terminal developers, a more responsive adjudicatory system translates to greater commercial certainty, as legal and administrative bottlenecks can be addressed through a more organized and accountable digital mechanism.
