The Canadian Arctic and Norwegian Sea are set to become new Emission Control Areas (ECAs), tightening environmental regulations for maritime operations. These critical amendments to MARPOL Annex VI, adopted by the IMO’s Marine Environment Protection Committee (MEPC 82) in October 2024, mark a significant step towards cleaner shipping. The new IMO rules aim to reduce air pollution from vessels, particularly sulfur and nitrogen oxide (NOx) emissions, fostering a sustainable maritime industry.

Key Regulatory Changes and Implementation

These new maritime regulations officially enter into force on March 1, 2026. However, ship operators will have a 12-month grace period before the main operational requirement takes effect: a stringent 0.10% sulfur fuel limit from March 1, 2027. This means vessels navigating the Canadian Arctic ECA or Norwegian Sea ECA must either use very low sulfur fuel oil or employ approved alternative solutions, like exhaust gas cleaning systems, for compliance.

NOx Tier III Requirements and Future Impact

Beyond sulfur, the amendments also introduce stringent NOx Tier III requirements for specific new ships. For the Canadian Arctic ECA, these rules apply to vessels constructed on or after January 1, 2025. In the Norwegian Sea ECA, applicability is tied to contract, keel-laying, and delivery dates, extending to ships delivered from March 1, 2030. These measures underscore a global commitment to sustainable shipping and stricter environmental controls.
